Implementation of the pilot project “Active selection of qualified foreign workers” in numbers

Of the total number of 253 people who have signed up for the project since its inception, the MLSA selected 241 by the end of last year, ie 95%. The reason for such a high success rate is the fact that in 2004 some of the unsuccessful applicants from 2003 were selected.
The MLSA negotiated with employers’ representatives on the employment of foreigners

Deputy Minister of Labor and Social Affairs Čestmír Sajda met with representatives of employers. The main point of the meeting was the effort to inform employers about the Internet application, which allows Czech companies to look for new qualified workers in third countries. The Internet application operates within the pilot project “Active selection of qualified foreign workers”, which was launched by the Ministry of Labor and Social Affairs in the Czech Republic on July 28, 2003.
On 3 January 2005, the Ministry of Labor and Social Affairs (MLSA) selected another 21 participants in the pilot project Active Selection of Qualified Foreign Workers.

The project “Active selection of qualified foreign workers” has been extended to other countries Since 1 October 2004, applicants from Belarus and Moldova and university graduates in the Czech Republic, regardless of their country of origin, can also apply for the project. The project is still open to applicants from Bulgaria, Croatia and Kazakhstan, who can now apply for entry into the project from the Czech Republic, regardless of how long they have been in the Czech Republic. The MLSA has set up a new website that should connect foreigners interested in joining the pilot project with Czech employers.

With the participation of more than a hundred participants, a public presentation on Labor Migration to the Czech Republic in the context of the pilot project “Active selection of qualified foreign workers” took place in the Chamber of the Senate of the Parliament of the Czech Republic. The negotiations revealed the need for an active approach of all interested state and non-state entities in shaping migration policy, in an effort to take advantage of the positive immigration to the Czech Republic and prevent illegal employment of foreigners.

Prague, July 1 – On July 1, 2004, the Ministry of Labor and Social Affairs selected another 10 participants in the pilot project “Active selection of qualified foreign workers”, 8 of whom come from Bulgaria and two from Kazakhstan. Three of them work in technical professions, the same number in administration, the rest are different professions. Two of the newly selected people are women.

On 30 April 2004, the Ministry of Labor and Social Affairs selected a further 18 participants in the pilot project, 15 of whom came from Bulgaria and 3 from Kazakhstan. Half of the newly selected people are women.
Resolution of the Government of the Czech Republic on the Report on the Implementation of the Pilot Project

On 14 April, the Government of the Czech Republic approved by Resolution No. 340/2004 a report on the implementation of the pilot project and proposals for its changes. From 1 October 2004, citizens of Moldova and Belarus will be able to join the project. In addition, fresh graduates of Czech universities from all over the world will be able to join the project from 1 October. New applicants will apply to the project only in the Czech Republic. The only exceptions will be citizens of Bulgaria, Croatia and Kazakhstan, who will continue to be able to report to Czech embassies in their countries. Fresh students of Czech universities from these 3 countries will be able to apply for the project as of July 1, 2004.

Most developed countries began to close themselves off to refugees in the 1990s, but at the same time open up to immigrants who brought some expertise. Some countries (eg Australia) have had programs for facilitating the access of skilled workers to work visas and residence visas for a very long time, others (eg Germany and the United Kingdom) did not start actively recruiting skilled workers among foreigners until the second half of the 1990s.

At the end of July, the Ministry of Labor and Social Affairs launched a two-year implementation project for the integration of foreign workers. The scoring system on which the project is based promises more experienced foreigners and their families the opportunity to obtain permanent residence after only three years of long-term residence. The author analyzes the project in the context of demographic development, from an economic perspective and in the end its compliance with the state administration. The article also outlines possible approaches by countries of origin to organized labor emigration (migration capitalization versus brain drain). The article is supplemented by a brief reflection (downloadable) on the potential impact of a pilot project to separate economic migration from asylum.

One week ago, Martin Weiss, in an article entitled The Government, attracts immigrants with the subtitle Determining the Criteria for the Selection of Qualified Foreigners and Helping Them Assimilate, commented on the pilot project Active Selection of Qualified Foreign Workers. The name of the project is somewhat complicated and long, similar to the complicated project, the pilot phase of which will last several years. In most cases, erroneous and incomplete interpretations that have arisen in connection with the launch of the project can be passed on with the belief that during its implementation it will be possible to provide the public with relevant information through the media.
